feat(web/volgasprint): initiate website for Volga Sprint 2024 r/7621
Based on the template used by Ocean Sprint and Thaiger Sprint, initialise the website for the 2024 Nix sprint in Kazan. This will be published on volgasprint.org, but it's not wired up yet.
