chore(3p/nix): Reduce number of active clang-tidy checks r/1463
The full clang-tidy check suite is *very* slow. This reduced list is some kind of middle-ground between running all checks, and having a useful developer experience. Crucially most of the static analyzer checks (except for the ones related to security issues) have been disabled. We should look into running the full suite in CI only.
