This only contained the (unused) evaluator.proto file.
Considering we're less likely to have the CLI talk to a long-running
evaluator, but instead embed the evaluator inside the CLI, remove this.
If we add a RPC to speak to an evaluator, we can resurrect this from
git history.

This moves the castore.proto file into the //tvix/store/protos directory. Per-
component protos might make more sense, than a "tvix-wide" proto directory.

This adds the proto messages and service definition used for
communicating with our evaluator.
Please refer to the `Tvix - Component interaction` document for a
detailed description of the interactions that this service is used
for.
