	When we added the Nix language test suite in cl/6126, we excluded the whole tvix tests folder from Nix formatting. This is unintentional, as we probably want our tests to be formatted correctly. 	Implement the listToAttrs builtin, which constructs an attribute set from a list of attribute sets with keys name and value. This is tested using an adaptation of the nix `eval-ok-listtoattrs.nix`, with the utilities from `lib.nix` inlined.
