This was vendored a long time ago under the expectation that keeping
it in sync with cgit would be easier this way, but it has proven not
to be a big issue.
On the other hand, a vendored copy of git is an annoying maintenance
burden. It is much easier to rebase the single (dottime) patch that we
have.
This removes the vendored copy of git and instead passes the git
source code to cgit via `pkgs.srcOnly`, which includes the applied
patch so that cgit can continue rendering dottime.

Please read b/108 to make sense of this.
This gets rid of the explicit list of exposed packages from nixpkgs,
and instead makes the entire package set available at
`third_party.nixpkgs`.
To accommodate this, a LOT of things have to be very slightly shuffled
around. Some of this was done in already submitted CLs, but this
change is unfortunately still quite noisy.
Pay extra attention to:
* overlay-like functionality that was partially moved to actual
overlays (partially as in, the minimum required to get a green
build)
* modified uses of the package set path, esp. in NixOS systems
Special notes:
* xanthous has been disabled in CI because of issues with the Haskell
overlay
* //third_party/nix has been disabled because of other unclear
dependency issues
Both of these will be tackled in a followup CL.

This also bumps the stable nixpkgs to 20.09 as of 2020-11-21, because
there is some breakage in the git build related to the netrc
credentials helper which someone has taken care of in nixpkgs.
The stable channel is not used for anything other than git, so this
should be fine.

This causes cgit to serve error pages, which is undesirable.
This reverts commit 5229c9b232de5bfa959ad6ebbb4c8192ac513352, reversing
changes made to f2b211131f2347342dde63975b09cf603149f1a3.

This is not required and confuses git on clones.

This overrides the upstream derivation to:
* use local sources
* build `git send-email`
It also calls autoreconf before building because files that are
included in the git distribution tarball (which the normal derivation
uses) are missing from source.

Adds dottime (as defined on https://dotti.me) as a timestamp format.
This format is designed to simplify working with timestamps across
many different timezones by keeping the timestamp format itself in
UTC (and indicating this with a dot character), but appending the
local offset.
This is implemented as a new format because the timestamp needs to be
rendered both as UTC and including the offset, an implementation using
a strftime formatting string is not sufficient.
