Move Haskell-related shell.nix code into its own shell.nix

I'm getting tired of:

```shell
$ cd <project-root>
$ nix-shell
$ cd src/server
$ ghci Main.hs
```

Instead:

```shell
$ cd <project-root>/src/server
$ ghci Main.hs
```
