refactor(wpcarro): Remove briefcase references r/3340
TL;DR:
- prefer WPCARRO env-var to BRIEFCASE
- remove repository URLs from Emacs libraries
- prefer tvl-depot-path where possible
- reduce the scope of constants.el
- prune (some not all) stale CI configuration
