chore(tvix/proto): drop evaluator.proto r/7157
This only contained the (unused) evaluator.proto file. Considering we're less likely to have the CLI talk to a long-running evaluator, but instead embed the evaluator inside the CLI, remove this. If we add a RPC to speak to an evaluator, we can resurrect this from git history.
