feat(tvix/eval): introduce generators module r/5899
This module contains the request/response types for generators
requesting actions from the VM.

For most of these, an async helper function is added that will be used
inside of generator functions to make use of these requests/responses
instead of constructing them directly.

+//! This module implements generator logic for the VM. Generators are functions
+//! used during evaluation which can suspend their execution during their
+//! control flow, and request that the VM do something.
+//!
+//! This is used to keep the VM's stack size constant even when evaluating
+//! deeply nested recursive data structures.
+//!
+//! We implement generators using the [`genawaiter`] crate.
