feat(sourcegraph): Upgrade 3.30.4 -> 3.31.2 r/2846
This one seems a little more involved: https://docs.sourcegraph.com/admin/migration/3_31 I believe we skip that corruption issue in the previous CL though, by simply never deploying a version with that weird broken image.
