Simplify debugging and fix dynamic-scoping `eval'
* exwm-core.el (exwm-debug): New global minor mode to replace `exwm-debug-on' and `exwm-debug-toggle'. * exwm-manage.el (exwm-manage--get-configurations): Use lexical-scoping `eval'.
