Add the PerThreadSem::Destroy() method.

For ABSL_WAITER_MODE_CONDVAR or ABSL_WAITER_MODE_SEM,
PerThreadSem::Destroy() is used to destroy the pthread mutex and
condition variable or the POSIX semaphore.
